Establishes an Apprentice Hunter License Program to be created 120 days after the effective date, allowing limited hunting privileges to persons learning about hunting sports without requiring a valid hunting license.

Permits any resident or nonresident to apply for the one-time, non-renewable Apprentice Hunter License, which expires on March 31 following the date of issuance.

Requires persons aged 17 and under to hunt while supervised by a validly licensed parent, guardian, or grandparent; persons 18 or older must hunt while supervised by a validly licensed hunter who is 21 years of age or older.

Charges a $7 fee for the Apprentice Hunter License, separate from any other stamps, permits, tags, or license fees required for hunting.

Does not require applicants to obtain a certificate of competency or complete any hunting education as a condition of receiving the Apprentice Hunter License.
