Substitute teachers registering with regional superintendents must pay registration fees and the cost of criminal history and database checks, whereas other school employees cannot be charged for these checks by schools or regional superintendents.

Regional superintendents must maintain files for registered substitute teachers and issue signed certificates of authorization verifying completion of background checks, physical examinations, and tuberculin testing before approval to substitute teach.

Substitute teachers registering in multiple educational service regions must complete the registration process with each regional superintendent, though they may provide copies of certificates of authorization from other regions to verify status.

School boards can rely on certificates issued by regional superintendents or conduct their own background checks through the Department of State Police and Statewide Sex Offender Database.
