Amends the Illinois Public Labor Relations Act to require arbitration panels to "fully consider" statutory factors when deciding disputes over wages and employment conditions for security employees, peace officers, and firefighters.

Specifies that the "financial ability of the unit of government" factor must be based on current tax levels, budget shortfalls, pension funding obligations, increased benefit costs, and proportionality of past wage increases—excluding the government's ability to raise taxes further.

Applies to disputes involving new or amended collective bargaining agreements for security employees, peace officer units, and firefighter or paramedic units subject to Section 14 arbitration procedures.

Clarifies that arbitration panels must base their findings on all applicable statutory factors listed in subsection (h), with emphasis on comprehensive consideration of governmental financial constraints.
