Amends Section 3.22 of the Wildlife Code to revise provisions for scientific permits issued to properly accredited persons at least 18 years of age to capture, mark, handle, band, or collect protected wildlife for scientific purposes.

Creates a new "special purpose permit" category (replacing "salvage permit") for qualified individuals to rehabilitate dead, sick, orphaned, or crippled wildlife for donation to public institutions or release to the wild.

Allows private educational organizations to obtain special purpose permits to possess wildlife or parts thereof for educational purposes.

Requires a special purpose permit prior to treatment, administration, or both of any chemical or compound (including vaccines, inhalants, medicinal agents) to protected wildlife captured or handled in the wild or to be released to the wild, with exceptions for wildlife removal under Section 2.37 and game bird releases under Section 3.23.

Modifies reporting requirements so permit holders must submit annual reports for multi-year permits or reports within 30 days of expiration for one-year or shorter permits, with the Department specifying disposition of fauna taken under these permits.
