Amends the Critical Health Problems and Comprehensive Health Education Act to require instruction on clinical depression and suicide prevention in secondary schools as part of comprehensive health education programs.

Adds mental health and illness instruction (including clinical depression and suicide prevention) to the list of major educational areas that must be included in elementary and secondary school curricula.

Amends the State Mandates Act by adding Section 8.34 to exempt this mandate from state reimbursement requirements, meaning schools must implement the requirement without financial assistance from the state.

Takes effect immediately upon becoming law.
