• Amends the Juvenile Court Act of 1987 to allow law enforcement agencies to release confidential records to teen courts, peer courts, or other juvenile division programs when a minor's parent or legal guardian signs a release and waiver of confidentiality.

• Receiving programs must use released records only for program operations and must maintain confidentiality of all records according to existing law.

• Applies to law enforcement records maintained on minors arrested or taken into custody before their 17th birthday.

• Requires authorization under Section 5-315 of the Juvenile Court Act for such programs to receive the records.
