Removes the word "skilled" from the definition of "health care provider" in the Medical Patient Rights Act to include all nursing homes, not just skilled nursing facilities

Adds civil damages as a remedy allowing patients to recover damages through civil action for any violation of the Medical Patient Rights Act

Maintains existing criminal penalties of $500 fines for physicians and health care providers violating patient rights, and $1,000 fines for insurance companies and health service corporations

Takes effect immediately upon becoming law
