Amends the Juvenile Court Act of 1987 to modify petition requirements under Section 2-13 by adding language allowing petitions to indicate that a minor has been subjected to abuse by a custodial parent or guardian.

Adds new subsection (1.6) to Section 2-27 establishing that courts may grant relief, including change of custody, if probable cause exists that a minor is a victim of ongoing abuse or has a history of significant abuse by a custodial parent, guardian, or household member.

Modifies petition language to specify that petitions may allege abuse of a custodial parent or guardian in addition to existing grounds under Sections 2-3 and 2-4 of the Act.
