Changes the University of Illinois Board of Trustees from 9 governor-appointed members to 7 elected members (3 from First Judicial District, 1 each from 4 other districts), 6 members appointed by the Alumni Association, the Governor (non-voting except on ties), and 3 student trustees with one voting member.

Establishes that 7 trustees shall be initially elected at the 2011 election, with subsequent elections beginning in 2012 at general elections, requiring petitions signed by at least 0.5% of registered voters in the judicial district.

Implements staggered 6-year terms for elected trustees through a lottery system for initial terms, and requires the voting student trustee to be selected by random lot and rotate campuses annually.

Adds University of Illinois trustees to Illinois Governmental Ethics Act disclosure requirements and Election Code provisions for nomination, election, and contest procedures.

Takes effect immediately upon becoming law.
