Amends the Higher Education Student Assistance Act to establish a tuition assistance program for nursing students specializing in women's health care administered by the Illinois Student Assistance Commission.

Eligible applicants must be Illinois residents who demonstrate immediate financial need, are accepted for enrollment at approved institutions, and are enrolled as full-time students (at least 12 hours per term).

Approved institutions include public and private colleges, universities, community colleges, hospital-based nursing programs, and junior colleges in Illinois with Department of Financial and Professional Regulation approval for nursing programs.

Recipients may be required to execute an agreement committing at least 5 years of their professional career to working in women's health care as a condition of receiving tuition assistance.

The Commission shall adopt rules necessary for implementation and administration of the program, with the Act taking effect immediately upon becoming law.
