Amends the Smoke Free Illinois Act to add a preemption clause preventing local municipalities and counties from regulating smoking in facilities licensed under the Illinois Nursing Home Care Act.

Permits smoking in private and semi-private rooms in nursing homes and long-term care facilities when occupied exclusively by smokers who have submitted written requests, provided smoke does not infiltrate other areas.

Designates smoking areas in nursing homes must comply with the national Fire Safety Protection Act and federal Life Safety Code.

Explicitly denies home rule powers to municipalities regarding smoking regulation in state-licensed nursing home facilities, characterizing this as a limitation under the Illinois Constitution.

Takes effect immediately upon becoming law.
