• Deletes provisions of the Illinois Horse Racing Act of 1975 that allowed wagering facilities to receive payments from purse accounts when total Illinois pari-mutuel handle falls below 75% of 1994 levels (the "recapture provisions").

• Eliminates a mechanism that would have triggered 2% differential payments to underperforming wagering facilities based on their handle decline compared to 1994 baseline.

• Takes effect immediately upon passage.
