Establishes phased photovoltaic procurement targets of 0.38% by June 1, 2011, increasing to 6% by June 1, 2015 and thereafter from the Illinois Power Agency's Renewable Energy Resources Fund

Requires at least 10% of photovoltaic resources to come from small-scale distributed solar (25 kilowatts or less) and at least 50% from large-scale distributed solar (greater than 25 kilowatts)

Moves the utility renewable portfolio standard photovoltaic requirement from June 1, 2015 to June 1, 2011, also requiring at least 6% of renewable energy from photovoltaics

Mandates the Agency enter into contracts of 5 years or more for at least 75% of renewable energy resources procured during each procurement event, removing the "whenever possible" qualifier

Adds definitions of "small-scale distributed solar" and "large-scale distributed solar" based on generation capacity and location on customer's side of the electric meter
