Amends the Aid to the Aged, Blind, or Disabled Article of the Illinois Public Aid Code to modify Section 3-6 regarding entitlement to medical assistance.

Requires a mechanism to allow medical assistance recipients who are mandatorily enrolled in Health Maintenance Organization (HMO) or capitated payment plans to opt out and enroll in fee-for-service based coverage.

Applies when other eligible persons under the same medical assistance programs or the Children's Health Insurance Program Act and Covering ALL KIDS Health Insurance Act are able to access fee-for-service care.

Takes effect July 1, 2010.
