HB6070 Summary

• Amends the Environmental Protection Act to prohibit disposal of hypodermic needles, intravenous needles, and other medical needles in landfills beginning October 1, 2011, unless they have been rendered unrecognizable by treatment.

• Allows other sharps (medical needles excluding the specified types) to be disposed of in permitted landfills if infectious potential has been eliminated by treatment and waste is packaged according to Board regulations.

• Maintains existing prohibitions on disposal of potentially infectious medical waste in landfills without proper treatment to eliminate infectious potential.

• Requires compliance with Board regulations for transport, storage, treatment, and transfer of potentially infectious medical waste through existing permitting and manifest requirements.

• Makes technical changes to existing regulatory language regarding sharps disposal requirements under the Environmental Protection Act.
