Expands the definition of "recreational or conservation purpose" under the Recreational Use of Land and Water Areas Act to include activities beyond hunting and recreational shooting.

Adds activities such as conservation, resource management, education, hiking, climbing, cycling, picnicking, swimming, fishing, horseback riding, bird watching, sight-seeing, skiing, ice skating, sledding, and use of non-motorized watercraft.

Includes use of easements to permit public passage across private land for access to public parks, historic sites, trails, water areas, or other public recreational areas.

Clarifies that "land" used for recreational or conservation purposes does not include residential buildings or residential property.

Changes apply only to causes of action accruing on or after January 1, 2011, with the act taking effect immediately upon enactment.
