Amends the Condominium Property Act to limit voting rights of garage units and storage units to their aggregate percentage of ownership in common elements, preventing them from voting beyond their proportional ownership stake.

Requires that when garage or storage units are given voting rights, the association must calculate their total votes by dividing total votes cast by number of units and multiplying by their aggregate ownership percentage.

Excludes garage and storage units from the count of "units by number" when determining whether 30% or fewer units possess over 50% of votes, which triggers a shift to unit-based voting instead of percentage-based voting.

Applies these voting restrictions only when making the determination of whether the 30% threshold is met; garage and storage units are not counted as regular units for this calculation.
