Establishes the "Laser Speed Detection Device Act" to regulate admissibility of laser speed detection evidence in Illinois courts and administrative proceedings.

Declares that speed detection devices using laser timing technology, if approved by the Department of State Police, are scientifically acceptable and reliable for court use.

Makes laser speed detection evidence admissible in all court and administrative proceedings, subject to standard evidence rules and foundation requirements.

Establishes that a certified copy of the Department of State Police's approved laser device models list is self-authenticating and admissible in all proceedings.

Specifies that laser technology for speed detection shall not be considered new or novel evidence.

Takes effect upon becoming law.
