Amends the Health Care Services Lien Act to allow petitions to be served on interested adverse parties by personal service, substitute service, or registered or certified mail.

Limits liens of health care professionals or health care providers to rates established by private or public funds when health insurance or benefits are available to pay medical bills.

Requires liens or subrogation claims to be diminished proportionally when a claimant's recovery is reduced by comparative fault or uncollectible damages due to limited liability insurance or other causes.

Mandates that lien holders bear a pro rata share of the claimant's attorney's fees and litigation expenses and prohibits them from pursuing claims for any unpaid balance.
