HB6092 Summary

• Amends the P-20 Longitudinal Education Data System Act to expand data collection authority for the Board of Higher Education to include non-public institutions of higher learning that confer graduate and professional degrees beginning July 1, 2012.

• Authorizes the Board of Higher Education to contract with voluntary consortiums of non-public institutions for data sharing and research, allowing consortiums to collect data on behalf of the Board and individual institutions to opt out of specific data uses.

• Permits non-public institutions submitting data through a consortium to maintain data ownership and remove data from the consortium if there is a threat to data security or contract violations.

• Prohibits data submitted by non-public college consortiums from being included in interstate data-sharing agreements unless consortium participants agree, and allows individual non-public colleges to prohibit their data from being shared with other states.

• Requires the Board of Higher Education to seek and make available grant funding to consortiums of non-public institutions to assist with data collection system development and to engage in cooperative planning with public and non-public institutions.
