Appropriates $29,100,000 from the General Revenue Fund to the State Board of Education for the Illinois Textbook Loan Program.

Provides free secular textbooks to students in grades kindergarten through 12 enrolled in public schools or non-public schools compliant with state compulsory attendance laws and Title VI of the Civil Rights Act of 1964.

The program serves 2.1 million school children and 164,000 educators throughout Illinois with current instructional materials in good working condition.

Serves as the sole source of funding for instructional materials for many school districts and helps prevent increases in property and local taxes.

Takes effect upon becoming law.
