Amends Illinois Criminal Code Section 26-1 to classify false 911 calls as a Class 4 felony instead of a Class A misdemeanor.

Removes subsection (a)(12) false 911 calls from Class A misdemeanor penalties and adds it to Class 4 felony penalties along with subsection (a)(2), (a)(4), (a)(7), (a)(9), and (a)(13).

Defines disorderly conduct to include calling 911 with false alarms or complaints when the person knows there is no reasonable ground for the call and knows it could result in emergency response.

Maintains existing penalties for other disorderly conduct violations, including Class C misdemeanor for unreasonable conduct and Class 3 felony for false bomb threats with fines of $3,000-$10,000.

Requires courts to order community service of 30-120 hours for disorderly conduct convictions (unless incarceration is imposed) and reimbursement for emergency response costs related to false bomb threats at schools.
