Creates a new criminal offense under Section 11-9.6 of the Criminal Code of 1961 prohibiting registered sex offenders from knowingly being present in any public library without prior permission from the head librarian on duty.

Allows exceptions for sex offenders who are parents or guardians of a person under 18 years of age present in the library.

Requires sex offenders to notify the head librarian at least 2 hours before entering the library and again upon departure, including the nature of their visit and hours of presence.

Classifies violation as a petty offense with a $500 fine.

Defines "library" to include public libraries and libraries of educational, historical, or charitable institutions, and applies the law to individuals meeting the definition of "sex offender" under the Sex Offender Registration Act.
