Prohibits installation of perchloroethylene (PERC) drycleaning machines beginning January 1, 2011, and bans use of PERC in drycleaning near residences starting January 1, 2013, with a complete ban on PERC use in drycleaning by January 1, 2026.

Imposes two additional taxes on PERC: $14 per gallon starting January 1, 2011, increasing by $1 annually until reaching $20 per gallon on January 1, 2017; plus a one-time floor stock tax on PERC held by operators on January 1, 2011.

Creates a grant account within the Drycleaner Environmental Response Trust Fund, funded by the new PERC taxes, to provide matching grants up to $10,000 to drycleaning facilities transitioning from PERC to green solvent machines.

Authorizes the Drycleaner Environmental Response Trust Fund Council to establish a demonstration program showcasing green solvent drycleaning technologies, with up to 30% of annual grant account funds available for this program.

Modifies repeal provisions by continuing the existing tax under Section 65(a) beyond January 1, 2020, while repealing only Section 60 on that date, allowing the new PERC taxes to fund the transition program.
