Amends the Illinois Public Labor Relations Act to exempt manning levels from required subjects of collective bargaining, adding "(including manning)" to the list of inherent managerial policies under Section 4.

Limits arbitration panel consideration of a unit of government's ability to meet costs to existing revenues only, excluding any consideration of raising tax rates or imposing new taxes for peace officers, fire fighters, and security employees.

Excludes manning levels from successor fire fighter collective bargaining agreements in non-home rule municipalities with populations exceeding 140,000, unless the municipality's corporate authorities explicitly agree to include such provisions.

Preserves existing fire fighter collective bargaining agreements in effect on the bill's effective date, but allows arbitration to proceed on any provisions within those agreements.

Maintains exceptions allowing arbitration decisions on manning and equipment if based on findings that specific work assignments pose serious safety risks beyond normal duties for peace officers and fire fighters.
