Extends the firearm deer hunting season from 14 days to 21 days annually, to be set by the Director between November 1st and December 31st.

Maintains a special 2-day youth-only deer hunting season between September 1st and October 31st.

Allows bow and arrow and crossbow hunting for handicapped persons and those age 62 or older during a separate season running September 1st through January 31st.

Authorizes the Department to establish separate harvest periods for disease management and surplus deer removal at specific sites between September 1st and February 15th.

Permits unused gun deer permits from regular seasons to be carried over and used in separate harvest periods within 6 months at no additional cost to permit holders.
