Amends Section 3-109 of the Illinois Pension Code to allow police officers employed by the Village of Glen Carbon who were previously excluded from pension participation due to missing the 3-month application deadline to apply for participation before January 1, 2011.

Permits eligible Glen Carbon police officers to establish creditable service for prior periods of employment by paying both employee and employer contributions, plus interest at the actuarially assumed rate compounded annually, with payments due before July 1, 2011.

Adds Section 8.34 to the State Mandates Act to exempt this bill from state reimbursement requirements for local implementation costs.

Takes effect upon enactment.
