Appropriates $44,060,000 from the General Revenue Fund to the Department of Public Health for AIDS/HIV Education, Drugs, Services, Counseling, Testing, Referral and Partner Notification, and Patient and Worker Notification.

Allocates $29,560,000 to meet increased need for HIV/AIDS medication through the AIDS Drug Assistance Program.

Grants $14,500,000 for housing, medical care, supportive services for people with HIV/AIDS, and evidence-based HIV prevention programs serving individuals at high risk of HIV infection.

Takes effect July 1, 2010.
