Amends the Board of Higher Education Act to establish institutional grants for public higher education institutions beginning with the 2011-2012 academic year, subject to appropriation.

Grants are designed to strengthen retention and graduation rates of nontraditional student populations at eligible institutions.

Grant awards shall be based on a formula considering: demonstrated success with first-generation and low-income students with disabilities; partnerships with K-12 institutions for recruitment and academic preparation; and undergraduate degrees granted to nontraditional students.

Eligible institutions may use grant funds for health and wellness services, technological and instructional resources, academic and administrative structures, and programs to encourage enrollment and retention of nontraditional students from high schools, community colleges, and other four-year institutions.

The Act takes effect July 1, 2011.
