Amends the Illinois Vehicle Code to add Section 11-1301.8 regarding obstructions of accessible parking spaces.

Prohibits property owners from allowing unreasonable obstructions of designated aisles or parking places reserved for persons with disabilities for more than 24 hours after an adverse weather event concludes.

Prohibits property owners from allowing debris or large objects (such as trash containers) to obstruct accessible parking spaces without providing suitable and equivalent alternative parking spaces on-site.

Applies to both public and private property with officially designated accessible parking spaces marked under Section 11-301 of the Illinois Vehicle Code.

Violations constitute a petty offense punishable by a fine of not more than $250, effective January 1, 2011.
