HB6202 Summary

• Amends the Illinois Power Agency Act to establish photovoltaic renewable energy procurement requirements with specified percentages: 0.5% by June 1, 2012; 1.5% by June 1, 2013; 3% by June 1, 2014; and 6% by June 1, 2015 and thereafter.

• Modifies renewable portfolio standards for electric utilities to require minimum percentages of renewable energy resources, increasing from 2% by June 1, 2008 to 25% by June 1, 2025, with at least 75% from wind generation.

• Creates provisions for clean coal facilities including sourcing agreements with a minimum 500 MW nameplate capacity facility, cost-of-service methodology for pricing, and carbon capture and sequestration requirements with penalties for non-compliance.

• Requires alternative retail electric suppliers to comply with renewable portfolio standards through procurement of renewable resources or alternative compliance payments deposited into the Illinois Power Agency Renewable Energy Resources Fund.

• Establishes enforcement mechanisms including doubled alternative compliance payments for violations, certificate revocation for repeated non-compliance by alternative suppliers, and ceasefire requirements for utilities operating outside their service territories.
