HB6222 Summary

• Requires pawnbrokers to obtain the signature and right thumbprint of persons pledging or pawning goods at the time of loan or purchase on all pawn tickets, bills of sale, or ledger cards.

• Allows persons unable to write to sign by mark, with pawnbrokers required to maintain a separate signature card with identifying information to locate the person if the ticket is lost.

• Permits use of any other existing finger to obtain a clear fingerprint if the person does not have a right thumb.

• Becomes effective January 1, 2011.
