Authorizes local governments to use tipping fees from solid waste disposal facilities to maintain township highways located within one mile of the facility

Requires counties imposing tipping fees to reimburse townships annually for highway maintenance costs incurred within one mile of the disposal facility

Caps county annual liability to townships at 20% of total tipping fee revenues collected in that year

Amends the State Mandates Act to declare this mandate requires no state reimbursement for implementation

Takes effect immediately upon passage
