• Authorizes the Board of Trustees of the University of Illinois to transfer money from its auxiliary services fund to its educational or other purposes fund.

• Authorizes the governing boards of Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University to transfer money from auxiliary services funds to educational or other purposes funds.

• Takes effect immediately upon becoming law.
