Amends the Environmental Barriers Act to exempt certain raised areas and non-occupiable spaces from accessibility standards, including security structures, maintenance areas, and equipment spaces.

Exempts single occupant structures accessed only by below-grade or elevated passageways, such as toll booths accessed from underground tunnels.

Exempts raised structures used solely for refereeing, judging, or scoring sports, water slides, animal containment areas not for public use, and raised boxing or wrestling rings.

Maintains existing requirements that new public facilities and multi-story housing units constructed after the effective date comply with accessibility standards adopted by the Capital Development Board.

Requires architect or engineer certification of compliance with accessibility standards for construction or alteration projects costing $50,000 or more.
