Amends the Counties Code to establish administrative adjudication systems for county code violations in all Illinois counties except Cook, DuPage, Kane, Lake, McHenry, and Will.

Creates code hearing units with hearing officers (who must be licensed attorneys with 3+ years experience) to adjudicate county ordinance violations, excluding vehicle code offenses and proceedings outside county authority.

Hearing officers may impose fines up to $50,000 (or the mandatory arbitration system limit) and assess costs but cannot impose incarceration; parties receive due process including notice, opportunity to appear, legal representation, and subpoena rights.

Amendments to the Illinois Vehicle Code allow municipalities and counties to report unpaid parking, standing, and automated traffic violations to the Secretary of State, enabling suspension of drivers licenses for 10+ parking violations or 5+ automated traffic violations.

Establishes procedures for notice, administrative hearings, judicial review, vehicle immobilization, and collection of unpaid fines and penalties under the administrative adjudication system.
