HB6247 - Online Child Safety Act

• Creates the Online Child Safety Act requiring internet access providers to make parental controls available to all subscribers in Illinois who know a subscriber resides in the state.

• Parental controls must allow subscribers to block all internet access, block or restrict access to specific websites or categories of sites, restrict access only to approved websites, and monitor a child's internet activity with reports.

• Internet access providers must make parental controls available at or near the time of subscription and may provide them directly or through links to third parties.

• Internet access providers or third parties may charge subscribers for parental control services.

• Act applies only to reasonably and commercially available technology and exempts libraries and educational institutions from the provider definition.
