Exempts not-for-profit refurbishers with annual operating budgets under $250,000 that serve low-income families or the developmentally disabled from paying the refurbisher registration fee under the Electronic Products Recycling and Reuse Act.

Requires the Environmental Protection Agency to post on its website a list of refurbishers meeting the exemption criteria.

Grants manufacturers a triple credit toward their recycling and reuse goals when they donate CEDs (covered electronic devices) to exempt refurbishers, allowing the donated weight to count three times toward goal achievement.

Adds refurbisher exemption listing requirements to the Agency's annual website postings of program information.
