Increases the Joliet Regional Port District Board from 9 to 10 members.

Adds the President of the Village of Romeoville as an appointing authority to the Board, with power to appoint one member residing in Romeoville for a term expiring June 1, 2016.

Requires future Governor appointments to the Board to be from areas outside both the City of Joliet and Village of Romeoville corporate boundaries.

Increases quorum requirement from 5 to 6 members and increases affirmative votes needed to pass ordinances or resolutions from 5 to 6 members, with veto override requiring 7 affirmative votes instead of 6.

Makes gender-neutral language changes throughout the statute, replacing "his" with "his or her" in multiple sections.
