Amends Public Act 96-46 to modify the $2,700,000 appropriation for the Longitudinal Data Systems Project from the Federal Department of Education Fund to the State Board of Education for fiscal year beginning July 1, 2009.

Removes the restriction that prohibited using the Longitudinal Data Systems Project funds for personal services, operational, or administrative costs.

Appropriates $2,700,000 from the Federal Department of Education Fund to the State Board of Education for payment of ordinary and contingent expenses related to the Longitudinal Data System.

Takes effect immediately upon becoming law.
