Appropriates $703,146,900 total for the Illinois Department on Aging for fiscal year beginning July 1, 2010, consisting of $613,798,600 in General Funds, $9,185,900 in Other State Funds, and $80,162,400 in Federal Funds.

Allocates funds across multiple department divisions including Executive Office ($1,062,400), Finance and Administration ($5,325,900), Home and Community Services ($2,630,300), Planning Research and Development ($680,900), and Communications and Outreach ($638,600).

Provides $15,108,200 for operations including Elder Abuse and Neglect Act ($9,937,800), Senior Helpline ($2,155,300), Home Delivered Meals ($2,000,000), and Long Term Care Ombudsman Fund ($750,000).

Appropriates $567,107,900 for grants-in-aid including Community Care Program services ($502,832,800), Comprehensive Care Coordination ($48,431,100), Area Agency meal programs ($7,969,600), and other community-based services.

Allocates $71,175,800 from Services for Older Americans Fund for federal programs including Title III Nutrition Services ($24,475,800), Title V Employment Services ($6,000,000), and $2,250,000 in American Recovery and Reinvestment Act funding.

Appropriates $30,686,900 for Senior Citizens Circuit Breaker and Pharmaceutical Assistance Program ($24,196,000 General Revenue Fund and $6,490,900 Tobacco Settlement Recovery Fund).

Takes effect July 1, 2010.
