Appropriates $1,439,450,300 total to the Department of Children and Family Services for fiscal year beginning July 1, 2010, comprised of $994,638,700 in General Funds, $436,744,000 in Other State Funds, and $8,067,600 in Federal Funds

Funds departmental operations including Central Administration ($11,987,200), Inspector General ($2,029,200), Child Welfare ($119,320,700), and Child Protection ($77,329,700)

Provides $543,037,300 from General Revenue for regional offices grants-in-aid covering foster care, adoption services, family preservation, and institutional/group home care

Allocates funding for eight Illinois Youth Centers (Chicago, Harrisburg, Joliet, Kewanee, Murphysboro, Pere Marquette, St. Charles, and Warrenville) totaling approximately $104 million for operations

Includes $13,000,000 from Department of Corrections Reimbursement and Education Fund plus $4,000,000 in federal recovery funds under the American Recovery and Reinvestment Act of 2009
