Appropriates $478,478,000 to the Department of Public Health for fiscal year beginning July 1, 2010, comprising $130,572,800 in General Funds, $99,862,600 in Other State Funds, and $248,042,600 in Federal Funds.

Funds multiple departmental offices and programs including Director's Office, Finance and Administration, Information Technology, Policy/Planning/Statistics, Health Promotion, Health Care Regulation, Health Protection, and laboratory services across Springfield, Carbondale, and Chicago.

Appropriates $12,193,000 from the Public Health Services Fund as the State portion of federal funds made available by the American Recovery and Reinvestment Act of 2009 for immunizations, chronic disease, and other public health programs.

Establishes dedicated funding for public health initiatives including AIDS/HIV programs ($78,064,900), women's health and breast/cervical cancer screenings ($23,199,400), bioterrorism preparedness ($90,300,000), and laboratory services ($14,023,300).

Takes effect July 1, 2010, and authorizes grants to entities including the American Lung Association for Quitline operations ($1,000,000) and Metro Chicago Hospital Council for Illinois Poison Control Center support ($1,344,500).
