Appropriates $48,420,100 to the State Board of Elections for ordinary and contingent expenses for fiscal year 2011, including personnel, equipment, and operational costs across six departments (The Board, Administration, Elections, General Counsel, Campaign Disclosure, and Information Technology).

Allocates $17,203,500 for Elections division operations, including $5,850,000 for election day judge compensation, $2,875,000 for early voting activities, and $2,928,700 for Illinois Voter Registration System (IVRS) support to local election jurisdictions.

Reappropriates $25,300,000 from the Help Illinois Vote Fund for implementation of the Help America Vote Act of 2002, including $18,500,000 for distribution to local election authorities and $2,500,000 for the Statewide Voter Registration System including IDEA/VISTA program maintenance.

Appropriates $451,500 from the General Revenue Fund for redevelopment and replacement of the IDIS campaign disclosure and reporting application to support current technology standards.

Takes effect July 1, 2010.
