Makes salary appropriations to the State Comptroller for elected Executive Branch officers totaling $921,100, including Governor at $182,100, Attorney General at $160,700, and Secretary of State at $160,700.

Appropriates $14,701,100 for salaries of appointed Executive Branch officers across 30+ departments and agencies, funded from General Revenue Fund and specialized accounts (Fire Prevention, Horse Racing, Bank and Trust Company, Employment Service).

Allocates $400,200 for Legislative Branch officers including the Auditor General at $147,400 and two Deputy Auditors at $252,800 combined.

Provides $12,597,600 in base salaries for General Assembly members (118 House members and 59 Senate members at $69,600 each) plus $2,533,100 in additional compensation for leadership and committee positions, with $1,650,000 for per diem and mileage.

Appropriates $4,976,500 for State Employees' Retirement System contributions, Social Security contributions, and group insurance, with $1,598,100 contingency reserve for Fiscal Year 2011; effective July 1, 2010.
