Appropriates $9,232,500 from Other State Funds to the Illinois Racing Board for fiscal year beginning July 1, 2010.

Allocates $9,134,100 from the Horse Racing Fund for ordinary and contingent expenses including personal services ($1,130,000), retirement contributions ($324,500), insurance ($186,700), and contractual services ($199,100).

Funds Laboratory Program expenses at $2,115,200 and Regulation of Racing Program expenses at $4,672,000.

Appropriates additional $98,400 from the Horse Racing Fund for Government Services Shared Services Center costs and expenses.

Takes effect July 1, 2009.
