Appropriates $25,160,620 from the General Revenue Fund for the Office of the State Appellate Defender's ordinary and contingent expenses, including personal services ($15,647,079), employee retirement contributions ($4,733,711), and various operational costs.

Appropriates $347,716 from the General Revenue Fund for the Capital Post-Conviction Unit's expenses including personal services ($199,976) and related operational costs.

Appropriates $4,434,385 from the Capital Litigation Trust Fund divided between trial attorney assistance ($3,230,213) and capital post-conviction case assistance ($1,204,172).

Appropriates $315,000 for the Expungement Program, $50,000 for the Public Defender Training Program, and $350,000 to develop a Juvenile Defender Resource Center, all from the General Revenue Fund.

Appropriates $210,000 from Federal Trust Fund and $65,000 from General Revenue Fund for federally assisted programs addressing systemic sentencing issues appeals cases.

Takes effect July 1, 2010.
