Amends Section 27A-4 of the Illinois School Code regarding charter school provisions and operational limits.

Establishes maximum of 120 total charter schools statewide, with no more than 70 in cities over 500,000 population and 45 in the remainder of the state.

Allows up to 5 additional charter schools devoted exclusively to re-enrolled high school dropouts in cities over 500,000 population, with each dropout charter permitted up to 15 campuses and maximum 1,875 total enrollment seats.

Permits multiple school districts to jointly issue a charter to a single shared charter school, with special provisions for Aurora University-operated shared charters to restrict attendance to shared municipality residents and use academic proficiency criteria in student selection.

Prohibits charter schools from discriminating based on disability, race, creed, color, gender, national origin, religion, ancestry, marital status, or need for special education services.
