• Reduces appropriations across multiple departmental operations including personal services, state employee benefits, and contractual services by changing funding amounts throughout the acts

• Modifies appropriations for various DCEO bureaus including Tourism, Workforce Development, Technology and Industrial Competitiveness, Business Development, Community Development, and Energy Assistance programs

• Reduces appropriation for Charitable Trust Stabilization Fund block grant from $1,500,000 to $1,500,000 (P.A. 96-0819)

• Takes effect immediately upon becoming law
