Amends the Children's Health Insurance Program Act, Covering ALL KIDS Health Insurance Act, and Illinois Public Aid Code to require putative fathers to reimburse the State for hospital delivery and birth costs.

Reimbursement applies only when the putative father and mother are unmarried AND the putative father has acknowledged paternity or a state tribunal has issued a child support order.

Department of Healthcare and Family Services may cap reimbursement amounts at no more than half the average cost reimbursed to medical providers for hospital delivery or birth.

Department may consider the putative father's income level and household assets when determining the reimbursement amount owed.

Defines "putative father" as a man who has a reasonable belief that he is the father of a child born to a woman who is not his wife.
